Four vendors, four excuses

The usual way to buy solar is to assemble it yourself. A consultant sizes the system. A vendor supplies the modules. A local contractor puts them up. Someone else, eventually, files the subsidy. Each is paid for their own slice, and none of them owns the outcome.

When the yield falls short or the net meter takes six months, everyone points at the person before them. You end up project-managing a plant you bought precisely so you would not have to.
